If you have established a standard of work for a given HR process and you vary from that standard of work you have created waste.
When we create a standard of work for any process we must make it repeatable. This means that the next time you need to perform the process it should be conducted the same way you did the last time. When we change a process without a creditable reason to do so, we car creating non-value added work. Any non-value added work that exists in the process is exemplified as some sort of waste.
